Practical Results Management Workshop Series
- Ideas that Work -
Public managers and officers face increasing pressures to plan, measure, report and manage in complex circumstances. Many conferences address these needs in general terms – but they don’t often allow participants to take away ideas and information they can put directly into practice.
This workshop series is different. The focus of the series is to offer public sector managers and officers practical ideas, tools and templates they can directly apply to their work.
The hands-on workshops will be organized and delivered by leaders in the fields of performance planning, measurement and evaluation – featuring the most highly rated facilitators in the area and drawing on the best of Canadian and international experience. Each participant will apply knowledge directly to relevant case examples – tailored to their needs.

Course Instructors
Steve Montague
A partner with PMN, Steve has more than 25 years of experience in performance measurement, program evaluation, market research, review and audit projects as a management consultant and as an evaluation manager in a major federal government department. Steve has managed major projects analyzing a wide variety of programs for Canadian federal, provincial, United States, and Australian governments. He has published articles and given presentations and workshops on evaluation, performance management, the review of science programs, and information management.
Steve has helped to lead the evolution of Results-based Management and Accountability Frameworks (RMAFs), performance planning and measurement in the Federal Government and not-for-profit communities. He has helped to develop and implement dozens of results plans, measurement frameworks and RMAFs, including the first ‘umbrella’ RMAF, and the early integration of risk assessment into RMAFs. His work on Performance Measurement Frameworks has assisted a number of agencies to meet central agency and management requirements in a wide variety of fields for the past three years. His work in results planning has helped to transform the orientation of Canada's largest health charity. He has been contracted to educate a wide variety of managers and officers on these subjects, including analysts in the Treasury Board Secretariat. This experience makes him an ideal leader / facilitator for these workshops.
Steve received the Leadership in Evaluation award from the Canadian Evaluation Society – NCR in 2003, and has delivered on behalf of the CES-NCR its flagship Essentials Skills Series course for four consecutive years (2004-2007). He recently developed and taught the Canadian Federal Government’s first ever Regulatory Performance Measurement and Evaluation course under contract to the Canada School of Public Service. Steve also recently designed and delivered Canada's first ever Strategic Policy Evaluation full credit course as part of Carleton University's graduate level Diploma in Public Administration – specialization in Policy and Evaluation.
Suzanne Lafortune
A partner with PMN, Suzanne has more than 30 years of experience in the development and implementation of performance-based management strategies and systems in the federal government. She has participated or led over 800 projects involving performance measurement, performance monitoring or program evaluation. This includes more than 600 survey research assignments. In collaboration with the Treasury Board Secretariat, Suzanne has been instrumental in the development of guidelines for Results-based Management and Accountability Frameworks (RMAFs) and has led the development of more than 50 RMAFs as well as a number of RMAF implementation assignments. Her knowledge and experience with performance management and RMAFs have allowed her to design practical performance measurement and reporting systems to support on-going performance measurement and evaluation requirements. Suzanne has also delivered courses for the Canadian Evaluation Society on research and evaluation methods. She has designed and delivered many workshops for a variety of government departments and agencies. Suzanne’s experience in performance measurement, evaluation and delivery of workshops makes her an ideal leader / facilitator for this workshop.
Jennifer Birch-Jones
A Senior Associate with PMN, Jennifer has extensive experience in facilitating logic models, performance measurement strategies, performance-based planning, and meetings. With graduate degrees in public administration and kinesiology, Jennifer has over 16 years of experience in performance measurement, program evaluation, facilitation, and performance-based planning in both the federal government and the not-for-profit sectors. She has facilitated a wide variety of logic model and performance measurement workshops for federal government and not-for-profit clients, both here in Canada and, recently, in Africa. Jennifer is an active contributor to the Canadian Evaluation Society (CES), and has been involved in designing and presenting various Essential Skills Modules in the NCR. She has presented papers and workshops on a variety of topics at CES National conferences, as well as locally. |
