Practical Performance Measurement

Public managers and officers face increasing pressures to measure, report and manage in complex circumstances. Many conferences and workshop sessions address these needs in general terms - but they don't often allow participants to take away ideas and information they can put directly into practice.

This workshop is different. The focus of the session is to offer public sector managers and officers practical ideas, tools and templates they can directly apply to their work. The hands-on workshop will be organized and delivered by a leader in the field* - drawing on the best of Canadian and international experience, and allowing each participant to apply knowledge in case examples - tailored to their needs.

Who should come - Program managers and officers at all levels from all levels of government who have to undertake planning and/or measurement activities in the next year. This session will be great for managers or officers seeking to pick up the best in current thinking and practice - to apply to their own workday situations.

  • Practical approaches to setting results, indicators and targets under Management, Resources and Results Structure (MRRS) and Program Activity Architecture (PAA) requirements.
How it will be delivered: This course will use a hands-on, case driven approach, drawing on practical examples from the experiences of participants and the facilitator. A pre-session survey will be used to ensure relevance. Specific topics will include:
  • Establishing results logic and measurement - practical templates and tools
  • Performance measurement strategy - developing feasible indicators and approaches
  • Reconciling different approaches - adapting the Balanced Scorecard and using different models to guide measurement
  • Results-based Management and Accountability Frameworks - dealing with the latest Government requirements
  • Management, Resources and Results Structure (MRRS) ,Program Activity Architecture (PAA) requirements - and their linkages to Management Accountability Frameworks (MAF).

*This session will be led by Steve Montague, a founding member of Performance Management Network Inc. Steve is an acknowledged thought leader and experienced workshop facilitator in this area. He has published several articles and directly reached over 10,000 persons in Canada, the U.S. and Australia with sessions on this topic. Steve has helped various Canadian governments to develop and implement performance planning, measurement, evaluation and reporting systems. In 2003, Steve received the Leadership in Evaluation award from the Canadian Evaluation Society – National Capital Region. Recently he was selected by the American and Canadian national evaluation associations (AEA and CES) to provide a two-day performance measurement and evaluation course at this year’s joint AEA-CES conference in Toronto.
